Step 1: Identify the right package in Freg

When applying for access to Folkeregisteret you need to choose which package you want access to. More information about each package is to be found here.

If the customer already has Freg access through some other tool they probably know which package is applicable. If not, Skatteetaten has a guide at https://www.skatteetaten.no/deling/tilgang/folkeregisteret/rettighetspakker/#

Completing the guide answers whether the customer qualifies for access and which package they should apply for.

Step 2: Have the necessary rights in Altinn to apply

In order to fill out the application form in Altinn the account holder needs to have the rights necessary to represent their business.

The account sending in this application therefore needs to be either:

  1. Daglig leder/Administerende direktør, or
  2. Have (or be granted) the role of “Begrenset signeringsrettighet”https://www.altinn.no/hjelp/skjema/alle-altinn-roller/begrenset-signeringsrettighet/ (In a larger business there are usually multiple employees with this role)

Step 3: Apply for access to the National Population Register (Freg)

Open the application in Altinn https://www.altinn.no/en/forms-overview/tax-administration/soknad-om-tilgang-til-folkeregisteropplysninger/

Fill out the form with the requested information and desired access package. You will also have to agree to a set of standard terms and conditions. After sending the form you will get a confirmation receipt, and the application will be manually reviewed.

Step 4: Answer from Altinn & delegation to Strise

When you receive confirmation through Altinn that you’ve been granted access to Freg, you should reach out to Strise as soon as possible.
